How does one build or access a so-called "Training Center"?

I apparently need it for biscuits, etc. for Field Rations for "Launch Preparation"

The Training Center is the reward for completing the Space Race mission on time. It's a 2x2 building that looks broadly like a blue barrel. Reference this thread:
