Conservatory building ??? Empty Conservatory building ???

The new "On the Wings of Love" "Valentine's Boutique" mission indicates that the flower collections are dropped from the Conservatory building. Anyone know how to go about getting this building? It is not available anywhere that I can find. Thanks!

This building is from an old quest. It is a green building with cross-like shape. Only older players do have them. Unfortunately, I am not in this group Sad

And the problems with visiting neighbors is avoiding me from finding which of my friends have it.
