Out Of Range Mission

Hello everyone

I was trying to complete the mission on the blue rocket and it comes to a mission titled Out Of Range after sending Mitchell with the blue rocket to space. It says visit neighbors but I have visited many times but it will not count. Wondering what I am supposed to do:?: Hope someone out there can advise.
