Town hall upgraded Empty Town hall upgraded

Please excuse me if I'm being a bit dim, I have upgraded my town hall to level 3 but it stills shows maximum passangers of 90, do I need to upgrade something else,

Town hall gives you the city's capacity to allow you to build more buildings.

To increase passengers, you need to upgrade the terminal.
