Town Hall ... ripoff?

Not sure... but I just finished an upgrade to my Town Hall to level 8.  Doing so was supposed to increase the maximum number of population by 100. However, after completion, my population is at 1740/1790.  I think those were the numbers during the build,  but I expect to see the upper limit to be more than 100 higher than the lower at this point.

What's wrong?

Did you build a +50 building in the days the Town Hall was under construction?
I've never had this problem with my Town Hall.

I've had no problems with my town hall either. The best thing you can do is simply
check yr buildings.
1000 population for yr new town hall, 600 for yr grand hotel , and if 195 population
for the remainder of yr special buildings is correct than all is well.

Let me ask: If I had, say, 1495/1500 and I started a +100 upgrade to my Town Hall, could I then immediately place more buildings (buildings that use up population) or do I need to wait for the Town Hall to finish?

I seem to remember that at one time the answer was, "Yes you can start the new bldgs right away", but that changed a few months ago to, "No, you must wait for the Town Hall to finish"

....50... Washington Monument
....40... 2X Space Monument. ( 20 each )  <--- passengers not population
....20... Genetic Research Institute
....20... Football Museum
....20... Rock Garden
....20... Ice Hotel
....20... Arboretum

For a grand total of 1790 1750 maximum population
(Gotta be another 40 pop somewhere)

...20.... Pioneer Lodge

And perhaps another 20 for the cyborgs unchained ugly little building ?

I have no clue how it works at this moment, GI has been screwing around with so many changes, I lost it.
