Green Cash Empty Green Cash

Gonna just throw this question out there. I play this game on my phone only android Galaxy Blaze I am not comfortable with using credit or debit to purchase in game cash so I want to enable carrier billing but I continue to get the same error UNABLE TO VERIFY ACCOUNT. PLEASE TRY AGAIN LATER. I have already tried most of the online fixes with no luck. Anyone with the same issue? Would love to get this fixed.
